This page contains the responses made by West St Leonards Forum to the Local Plan published by Hastings Borough Council on February 19 2026.
The responses were prepared using the information collected over the last few years and set out in our draft Neighbourhood Plan, published in the Summer of 2025.
We prepared initial drafts of our responses and exhibited them at an open day on March 28 when we received over 85 visitors who made many comments and engaged in discussion on issues of importance to the neighbourhood area.
These were then all incorporated into our initial drafts as our responses, which were filed with Hastings Borough Council on April 7, shortly before the closure of the public consultation.
There are twelve documents which are numbered in their file names as follow
2. Heritage - buildings valued by the community
3A. Housing needs -
3B. proposed and possible additional sites + additional amenities (including Breadsell Lane - proposed housing with big transport implications for WSL)
4. Design Code - for new developments including better connectivity

5. Connectivity – roads, cycle routes, footpaths, road crossings, public transport etc.
6. Youth provision - public space, play equipment, clubs and events
7. Old Bathing Pool site - as an attraction and amenity for the community
8. Economy/jobs – developing local businesses including tourism
9. Community Energy – with new Community Energy Investment Funding
